陳清泉教授出生于一個印尼企業家的家庭, 從小即受多國文化熏陶。1957年畢業于北京礦業學院(現中國礦業大學);1959年畢業于清華大學研究生;1982年獲香港大學哲學博士;1992年獲獲烏克蘭敖德薩理工大學榮譽科學技術博士;2008年獲英國洛夫堡大學榮譽技術博士學位。1992年被甄選為美國電機電子工程師學會院士(IEEE Fellow), 以表彰其在電力拖動及電動車研究之杰出成就。1996年獲選香港工程科學院院士;1997年這一年他獲選英國皇家工程院院士、香港首位中國工程院院士和烏克蘭工程科學院院士。

50年來他的經歷幾乎平均分配于學術、工業和專業服務,而且能使這三者密切聯系,互相促進。他的工程生涯開始于1959年任大學助教。1976年任職于香港電燈公司為研究工程師。1976年至1980年任教于香港理工學院。1982年獲聘為香港大學講師,后升任為高級講師、教授、講座教授、1994 2000年任電機電子工程系系主任, 現為榮譽教授。陳教授還兼任世界各國著名大學客座教授,包括美國加州伯克利大學、麻省理工學院、英國劍橋大學丘吉爾學院、德國柏林工業大學、法國克羅諾貝爾理工大學、東京大學、武漢大學校長特別顧問等,并獲選為美國電機電子工程師學會杰出講師。1986創辦國際電動車研究中心, 并于1990年共同創立世界電動車協會, 因此陳教授被譽為世界電動車三大權威之一。2001-2005年任中國第十個五年計劃”863”重大科技專項評委。2003年起任第十屆全國政協委員。2006年獲邀任美國加州奧克蘭市長特別工作小組顧問,起草關于2020年前實現世界上第一個城市不依賴汽油的法規。2009年被香港特區政府任命為推動使用電動車督導委員會成員。他還擔任國際著名企業的高級科技顧問或獨立董事,政府科技顧問等職。

陳教授于1988年獲美國電機電子工程師學會優秀論文獎及加拿大阿爾干優秀科技獎。1996年獲匈牙利電工技術學會優秀成就獎。2000年獲英國電機工程師學會國際杰出學術演講勛章。2001年被亞洲權威期刊《亞洲新聞》評選為亞洲最佳技術創新者。2003年被期刊Global View譽為“亞洲電動車之父”, 2006年又在印度榮獲“電動汽車技術之祖“稱號。2007年獲美國汽車工程師學會環保交通卓越成就獎。2008年獲頒“中國汽車工業杰出人物“。2010年獲頒香港工程師學會最高榮譽金勛章。

陳教授活躍于國際學術專業團體,他是美國電機電子工程師學會院士、英國工程技術學會和香港工程師學會資深會員。擔任20多個委員會委員、他擔任世界電動車協會主席,香港工工程師學會1999/2000年度會長等。他擔任多個國際學術會議的主席或應邀作主題演講。

陳教授著有十一本書、三百多篇科技論文和十個專利。他應邀撰寫的專著《現代電動車技術》由牛津大學出版社出版,使現代電動車學這一新興交叉學科從理論到實踐形成了一個完整的體系,該書被評論為認真總結了二十年的寶貴經驗,具有權威性。他還擔任多個國際學術期刊的主編或特約編輯、中國大百科全書第二版總編委、中國電氣大典編委等。他每年為促進中國及國際間的科技交流穿梭于中國內地和美洲、歐洲及亞洲各國之間。2002年他倡議創辦國際高等研究院, 促進國際學術交流并培育一流科學家。
